I can't make any sense of this path.  When I put this in my browser and replacer USERNAME with my username/, I should be able to see the contents, right?  Is this just old information that needs to be ubdated?

Please note you also need to replace PUBLISHNAME and FILENAME (or file path).

For published URL to work, the folder must have been published. You must be a Paid Member or True Memebr to publish folders / files or websites.

If you use DriveHQ FileManager 4.0, you can very easily publish a folder. Just select a folder and click on Publish. You can then use the Publish URL to link to the files / folders in the published folder.
